Assessing Library Infrastructure in Government Medical Colleges of Bihar

Abstract

This study presents a comprehensive assessment of library infrastructure across Government Medical Colleges in Bihar, examining their alignment with the National Medical Commission (NMC) Minimum Standard Requirements (MSR) 2020. Drawing upon authentic government sources including NMC regulations, Comptroller and Auditor General (CAG) audit reports, and official institutional records, the research offers a balanced analysis of the current state of library facilities in the region. The findings indicate that while all institutions have made efforts toward compliance, significant gaps remain in key parameters such as library area, reading seating capacity, and digital infrastructure. The analysis reveals that average library space falls below the recommended 1,000-1,500 sq.m. standards, while computer terminal availability and internet bandwidth require substantial enhancement to meet national benchmarks. Budget utilization data from 2020-2025 shows a gradual improvement from 53% to 68%, suggesting positive trends in fund management, though approximately one-third of allocated resources remain underutilized. The study identifies several areas where targeted interventions could support these institutions in moving closer to national standards. By providing an objective, evidence-based overview of current conditions, this research aims to contribute to informed policy discussions and support efforts to enhance library infrastructure in Bihar's medical education sector.
